If you turn the screen on and the user touches it at some point, then the device will stay properly 'on'. Otherwise, when you release the wakelock the device goes back to sleep. The 'ON_AFTER_RELEASE' flag, is described as being 'for a short period' (or something like that, we're probably talking ms). If there is a way to programatically give the device a 'hey you, wake up' kick I would also be interested in that, but my previous investigation didn't turn up a way.
