OK, I've now also inquired with TTS-for-Android at http://groups.google.com/group/tts-for-android/
how one should best transition from using Google's TTS-for-Android library to using Google's android.speech.tts in SDK 1.6 r1. Right now there seems to be zero public information about this for developers who were already using speech in their applications for accessibility purposes, while undoubtedly there is a lot of knowledge on this topic within Google with the TTS-for-Android engineers who were involved in designing and implementing android.speech.tts.
