I just use emulator -avd whatever -wipe-data

Seem to have to do it every once in a while.  That boot then takes
longer as the dexopt stuff runs to initially setup all the packages
for execution.  You can get an adb shell up fairly early in the boot
process, if I'm suspicious I go in with that and see if it's still
dexopting packages or if it just looks dead in the water...

One thing I'm wondering is if there's a proper shutdown procedure for
the emulator.  I've tried turning it "off" before closing the
emulator, but it's not clear that doing so unmounts or syncs the
writeable partitions or anything useful.
