I faced similar issue with the ADT plugin integration with Eclipse 3.5 for Java (Galileo), behind a very restrictive proxy. The eclipse proxy configuration also didn't help to resolve the issue.
Then I followed http://developer.android.com/sdk/1.6_r1/installing.html#Troubleshooting, i.e, manually downloaded the plug in and configured it without any issues. Later, I tried the first method (direct update from eclipse) from a direct connection, which was successful.
