As a lot of ppl (including me) skip many applications, I wonder what would be an implication for judging?
e.g. there are 2 programs, one got scores of 5 5 and another of 5 5 5 1. Average for the first is 5, and for the second is 4. But second got a higher score from more ppl. Which would win in this case? I cannot find an answer in the rules, may be someone has a guess?
