Actually there is some proxy settings in android beginning with 1.5. However you won't find any button or menu to open it. To setup proxy launch voice dialer app and say word "proxy" . Voice dialer will hang there for about 3 seconds and in resulting dialog you should see "Open Proxy settings". God only knows why they hidden it there. Found out by accident, trying to call someone.
