The speed of your data connection has nothing to do whether your screen is on or not. As Marco already said, when your Wifi data connection is idle, it will turn of the Wifi radio. When the phone goes back to active mode Wifi reconnects. In case of cellular you are not in control of your data connection when your data connection is idle, because in such a case you also get disconnected and lose your IP connectivity.
You might want to check the download pattern using Wireshark.
