I uninstalled all the wed gets on the desktop , and I believe the problem lies in the amount of contacts the voice dial has to scan when looking up a contact. I purge all of my 1500 contacts and decreased some by a few hundred and for the time being my voice dialer on my touch seems to be working fine for now.
