I agree that it's a big confusing. Building with ant in debug/release mode is only about how the app is signed (or not signed).
The manifest entry tells the VM whether the app can be debugged on non debug device builds, which is basically default builds on consumer device. The emulator is running a debug build so if you only use it to debug you don't need to bother.
