If it is in the SDK, you can generally rely upon it, with the occasional
hiccup (e.g., ARCHOS not setting ANDROID_ID to be a hex value).

If it is in the SDK, you can generally rely upon it. Otherwise, do not
assume it is there, and code to appropriate abstractions (e.g., generic
ACTION_SEND Intents versus assuming the existence of such-and-so email
client).

Almost assuredly.

When they release it. Bear in mind that everything surrounding the
Verizon device you mention -- other than what is in their iDon't Flash
ad -- is speculation.
