I live in main land but I access developer.android.com by Tor, here is the SDK's path to download that I found:
http://dl.google.com/android/android-sdk-windows-1.6_r1.zip http://dl.google.com/android/android-sdk-mac_x86-1.6_r1.zip http://dl.google.com/android/android-sdk-linux_x86-1.6_r1.tgz and the ADT: http://dl.google.com/android/ADT-0.9.3.zip The website is blocked but these links above are not, so you can download it. BTW, accessing references by Tor is so slow, is there anybody has a offline-version of it? Thanks.
