Tying the rating to Google account is the problem, because a dev won't stop creating new accounts with new emulators or simple client if he knows how the protocol works.Tying a rating to IMEI would better because emulator has known IMEI.
I think Google concentrate more on core issues.It's not just Market that simple. There is also the gallery and the old email client, we still don't have a real app that competes with "ipod" app, Amazon store is a joke compared to iTunes store. I see Market better than others, I'm just worried about this issue. But I'd give google the credit for the impressive work in Android 2.0, Google Maps is amazing, email client has gotten better. The UI is smoother, account management is brilliant.it's like comparing windows98 when it was released with windows95. I hope they can tell us about this issue in Market and frankly fixing it -if the trick ever works- wouldn't take long because all the work is done server-side.
