"System storage", which appears to be the space for APKs and local
files, is probably 128MB. I have 115MB free right now, with not much in
the way of apps.

Well, more accurately, large data files should be downloaded to
Environment.getExternalStorageDirectory(). The ARCHOS is not
significantly different in that respect than is any other Android device.
