Market is Google's application, not a part of the Android open source platform. I don't know about browsing the market, except that there is probably some dependency of having you logged in or otherwise registered through that connection to know what to do. Keep in mind that Market deals with a lot of sensitive things like forward locked applications, the user's money, and simply causing apps to be installed on the device.
Maps mostly doesn't get pushes from Google servers; it just pulls data as needed, and doesn't even need to have the user logged in to do that... though I wouldn't be surprised if things like Latitude are broken without the GTalk connection.
