When you deleted and remade the AVD, did you give it a different name? I've
noticed that the AVD tools don't delete the folder and config files for a
given AVD when you delete it, so if you're using the same name it will just
re-use those files and folders which may be the problem.

If you want to keep the name, delete the associated folders after you delete
the AVD (it's in .android/AVD, or something like that).

If that still doesn't work, try a new AVD with different settings and see if
that works. If not, your tools might be jacked up and you may want to try to
un- and re-install the tools and / or the entire SDK.
