I have had the same problem. It seems if you leave it alone it starts
to pick back up and then slows down again and picks up again, then
plateaus to a not so awesome speed!  I would just start the download
and do something else for awhile and come back to it. Not sure why an
internet giant like google would have such a wavering bandwidth to a
major platform like this.
