...but essentially, they have an algorithm which serves a lower
percentage of ad requests to sites/apps that tend to give more false
click-throughs. By that, I mean a user clicks on the ad, but then
bails out quickly after that. This happens, for example, if they
accidentally click on an ad maybe because its near some other button.
This is my understanding anyway...

If your question is more about the difference between emulator and
handset then I have no idea other than maybe you're running it in
"test" mode on the emulator.
