Your app is maybe not showing on the Tattoo because of the combination of Tattoo being a small-screen device and the screen settings in your app's manifest. There is a blog posting at http://d.android.com/guide/practices/screens_support.html that explains it well.
And on the comment of "They want everyone to use HTML5, web, etc, so that they can sell more ads. That's the direction they want to go with Chrome OS."
