Okay, for the sanity of future searchers I'll answer my own question,
now that I've found it.

You need to start the emulator with the partition-size option followed
by the size in MB. For example:
    emulator -partition-size 200 -avd whatever
for a 200MB partition on the "whatever" AVD.
