Another theory to throw out there is that when people get a notification that there's an update available for an app, they think "oh yeah, I forgot I had installed that app. better uninstall it to free up space." I've done this several times.
But the question here is why in the past deploying an update didn't show a similar big drop in Actives. Unless there's been an intentional change in how actives are tracked.
