Hi Evgeny, Eclipse Galileo + Plugin (http://developer.android.com/sdk/eclipse- adt.html, plugin update-site: https://dl-ssl.google.com/android/eclipse/) + Android SDK + JDK 1.6 update 17 works great on top of windows 7 64 bit. I did not tried the USB driver, but it should work i think.
In my opinion Motodev Studio is more comfortable (http:// developer.motorola.com/docstools/motodevstudio/).
