It can take a REALLY LONG TIME for the emulator to launch, the first
time you do it. Like, it could take 10 minutes, at least. If you
aren't letting it go that long, or longer, and it's the very first
time for that emulator, you aren't waiting long enough.

On the other hand, I've had times with the emulator when it is not the
first time and it is clearly taking too long. At those times, close
the emulator and try again. There is also troubleshooting information
in the FAQ.
