Any phone can work as a dev phone. It doesn't need to be unlocked or rooted or anything. You just have to enable a few things in the phone settings. There is nothing "special" about the Google dev phones, they are just phones you can buy directly from Google if you don't feel like buying one from a cell service provider. And as to your original question, a GMS phone (phone that uses a SIM card) can not and will not ever work on Sprint or Verizon. The guy saying there is some hack to make that work is incorrect.
