Hi Amit, There is no submission guideline in place by Google, which you should follow before uploading your application. However, I guess, perhaps you would need to check the License Agreement of Android Market.
Other than that, you can submit any application, with as many number of bugs. No body will stop you from doing that. But of-course, since it's your product, you would have definitely done all the testing that was possible from your side.
