We need to deploy Androids to remote locations where there is no cell service. What seems to be the only option is to create our own localized cell network (yes, we know that is expensive.) The sole purpose would be to support Android applications. What would be the requirements from a phone perspective? Could I use off the shelf phones to connect? Can I just program the SIM cards to be on my network? Any expertise here would be greatly appreciated. Thanks.
