Justin, Not to scare you, but it may never come back ....
I had my active installs dropped from 60% down to 30% once, and slowly it crept back. And one day I suddenly gained a very large amount of active installs, and my ranking ran up to #6 in the News and Weathers category. Then, again it dropped to all a sudden to 33% and now stuck there for many months now. All I can say is -- it's really cold and dark here .... Good luck!
