Kinda. Sure you can block/modify server responses depending on the User Agent. But the User Agent can be easily spoofed. So don't use it a security option. Use it for feeding smaller, more performant web pages to mobiles.
One more thing. There is a difference between the BROWSER and APPS The BROWSER sends a User Agent. The APP sends whatever it wants as User Agent.
