This problem is real problem for all of us in non-Paid allowed countries.
But there is a legal ways to sell apps through Android Market. Although they
are quite expensive ways. The method is very easy, form a corporation or a
LLC in US you will get a Address of your office, EIN services for non-US
residents. You can use details of your corporation to acquire a bank account
in US , and Google Merchant, account, with this method you can legally sell
applications, while you have to manage taxes and other things regularly.
