I built an iPhone app for my company using Appcelerator Titanium,
which I would now like to make available for Android devices.
Unfortunately, I can only get permission to buy an Android phone for
development purposes without setting up a cell phone plan.  Is it
possible to buy and use a Dev Phone 2, Droid or Nexus One without a
cell plan (I am in the U.S. in case that makes a difference)?  If so,
can I simply use my wifi service for an Internet connection and tether
the phone to my computer via USB to download my app and test it?
After reading a number of posts, it appears that if I buy the Dev
Phone, I cannot purchase any apps in the marketplace.  Would it be
possible with the other two, even if I didn't have a cell plan?  If
you could choose any of those phones in my situation, what would you
recommend?
