Google Marketplace only accepts Google Checkout, so if you're selling through Google Marketplace, you can't use PayPal either directly or indirectly (it's in your agreement).
If you're selling from your website, or from one of the other Android stores, you'll have to deal with PayPal's own set of rules and issues. I'm not very familiar with those. I'm sure they must have charge backs, but you'd have to investigate the details, preferably BEFORE signing up and selling. Theft is theft, but the people to blame are the thieves.
