Julian, this is really 2 questions.

1. The majority of phones that I am aware of have GPS built in, but it
isn't the case that all phones will have GPS, however I think if you
require access to fine_location in your AndroidManifest file, the app
will only be able to be installed on devices with in built GPS (I'm
not 100% sure on this but I think it might differentiate between
fine_location and coarse_location)

2. In your code you can define if it is acceptable to use the cell
tower location or not, if you require more precise GPS position you
can define a criteria which can be used to get the users position.
