For example, my Motorola DROID has English and Spanish. My Nexus One has a range of language/regions, 13 in total. My HTC Tattoo has "English (Malaysia)" and "English (Vietnam)" and nothing else, because it was manufactured for those two markets, and Android does not have translations to those languages yet. And so on. The language options are in the ROM, so there is no sort of downloadable language pack.
