If you just go through the developer and reference section at www.android.com, you'll come to know about it in greater detail. AFAIK 2.0 supports gestures and 1.5 doesn't. Also Text to Speech API (or Pico library) is something new in the latest version. Right now 2.1 is the minor release of 2.0. For more info just visit www.android.com.
