Geez people. Who cares if u "can't use the phone if its on Verizon". You can develop on any google phone it doesn't need to ha e actual service unless u are writing app that uses the phone or such. But for game writing it would be fine, etc. Actually for example I already have a Droid but even if I got a nexus one I couldn't use it much here since its GSM and I don't get T-Mobile in my area. But I can still test the apps I make on it.
