I am also interested in this topic. I believe it is not easily possible at the moment because some parts of the vpn api is private (i.e. android.net.vpn). Another part needed to create a new profile is also private (android.os.systemproperties).
It would be great if the framework would allow us to create new vpn profiles and connect with them or reconnect a lost connection.
