If you develop with Eclipse you´ll have to go on the menu. There, you´ll be able to click to ´Window` and then to ´Android SDK and AVD Manager´. After it, there´ll appear a new window. Now you only have to choose ´virtual devices ´ and to click to ´New`. Now you can select the platform and the name of the new Avd.
