I'm not too worried about targeting every single Android device, there are more than enough that have multiple choices. If this was possible, I would make sure to detect which device the user was on and display options for that device.
With all of your water pouring, you mentioned not being able to identify which applications have notification services, but do you think there is a way to manually add applications to said list? From your response it seems that this isn't going to be possible, but I'm not positive.
