If you visit the Market via your phone, you'll more than likely stumble across one of these spam comments (I just had a quick look on various paid apps' review, but can't seem to see any; perhaps they've been removed?).
AFAIK, the 'playground' site charges a fixed fee and allows unlimited downloads of apps that they've obtained from other, above-board, Android stores.
