Not really. I presume Google has some super-secret algorithm for determining
this, which apparently is tweaked or changed every once in a while based on
some posts I've seen on here about people's app ranking changing drastically
at various times.

In general though, the higher the active install count you have the higher
up on the list you'll be. I'm sure there are other factors taking into
account as well (like ratings, one would hope).

Also note that this varies across platform versions - my app, at least, is
ranked differently on a G1 with 1.6 than it is on an N1 with 2.1.
