Flash - No you can't How to create a good GUI - Practice and learn, you have to be a good designer :)
There are various elements in Android which will help you with this. You will have to look at examples and learn. There is not shortcut. And also, no one can and will teach you to create a good UI. Here, we can only provide solutions to problems. We cannot guide you through your project.
