That sounds like a trick question ;). The "best" layout depends on the situation you are in, the context. There is no one "best for all kind of applications."
That said, RelativeLayout is often noted as the "most robust" layout because it can sometimes be used to replace multiple other types of layouts (still it's not the best all the time). http://android-developers.blogspot.com/2009/10/ui-framework-changes-in-android-16.html One thing I would recommend that not enough people use, regardless of what layouts you are working with, is the layoutopt tool.
