register a broadcastreceiver from a service or activity like this:
registerReceiver(myBatteryBroadcastReceiver, new
IntentFilter(Intent.ACTION_BATTERY_CHANGED));
then in the receiver call:
intent.getIntExtra("level",0);
this will get you the current battery-charge
