If the min < target, then you must take precautions yourself that you don't accidentally use APIs that are available only in 'target' and not in 'min'. That's the warning.

The minSdkVersion just tells the Android Market that your app can be installed on phones with this version or higher. The maxSdkVersion tells tells the Android Market that your app can be installed on phones with this version or lower. You probably won't use this setting. The targetSdkVersion instructs the run-time to run some forward or backward 'compatibility' code (where necessary) in case the customer's phone's version is not equal to the targetSdkVersion.
