This is way out of my competence, but since no-one else has answered maybe I can trigger some ideas.
I think you want to add this as just another LocationProvider, so when I as a developer pass a Criteria instance to the LocationManager, it decides which LocationProvider I get to use, and your implementation may be selected by the LocationManager.
