Hello, The reporting feature has been enabled on some 2.1 devices. First, a number of Droids, and now some Nexus Ones (mine for example, and I know another one in France where I live, since the 19th of May).
I don't know how this activation is done, I didn't do anything special to activate it, it just appeared 'magically' on the force close dialog. My device was one from the Device Seeding Program for Top Android Market Developers, so it might have been flashed with a special version of android 2.1-update1...
