Answering my own question here, finally figure out the solution.
In the InputMethodService, override this method:
@Override public void onComputeInsets(InputMethodService.Insets
outInsets) {
super.onComputeInsets(outInsets);
if (!isFullscreenMode()) {
outInsets.contentTopInsets = outInsets.visibleTopInsets;
}
}
and then it is done.
