Probably, if I had to guess.

There is none in the current SDK. Moreover, /emmc (the internal storage
on the Incredible) is deny-all for other, so normal apps don't have the
ability to write to it. I am interpreting this as meaning that access to
bulk internal storage, for now at least, has to be mediated by
MediaStore and similar facilities.

FWIW, DeviceAnywhere has the Incredible in their Test Center Device List.
