Modularity, as a programming goal, has been around for decades, with
whole programming models (like object orientation) and languages (like
Java) designed to aid in modularity.

Activities, as an Android construct, have been around for a few years.

Since modularity predated activities, one would hope that you could find
a modularity technique that does not require activities-in-tabs.
