Why don't you let the app create/populate the db? So you don't have to worry about permissions to access the /data folder. For rooting the phone check xda (http://forum.xda-developers.com/) and search for 'rooting + your phone model'.
Otherwise if you just need to copy files (e.g. from the sdcard) to the /data/data/your.package.name/databases you could write code inside your app to do that (since your app has permissions to access its data dir) - check http://www.screaming-penguin.com/node/7749.
