Making mobile phones - I suppose it means manufacturing? If your friend is an "extended bench" contractor, he most likely does not have the resources to develop an Android-based phone as a product. I am talking about design, engineering, marketing, full-blown quality system and so on. In any case, check out the Android Internals groups; there's a whole bunch of people who built prototypes on ARM boards (or similar, I'm a software guy). That should give you an impression what it takes. If neither of you are technical people - perhaps hook up with an university to see if you can recruit talent and take it from there.
